List of Amendments
#1: Free Agency and Tags - Passed by League Vote: 17 For, 2 Against
Any player who is on a roster as of 11:59 pm EST on March 11, will be considered to have been on a roster in the current season. This includes players on the DL, in the majors, and on the MiLB roster. Any player released from this group, signed or activated during the season and then released at a later date, will qualify as a player who has been on a roster that year.
Any player who is qualified as having been on a roster in the current season and then bought out is NOT eligible to be tagged in any way. This includes Restricted Free Agent (RFA) tags AND Franchise Tags (FRAN).
Any player who has not been on a roster since the end of the free agent auction and was added through in -season free agency IS eligible to be tagged as normal. These players will be able to be tagged under RFA tags and FRAN tags per usual players.
#2: WAIVERS - Passed by League Vote: 16 For, 3 Against
A player will go on ESPN waivers immediately after he is released. He will stay there for two days. Any team may put in a claim for the player on ESPN. The winning team will be the team with the highest waiver priority. The player will be awarded to that team, and that team will go to the bottom of the waiver priorities.
If a player passes through waivers unclaimed, he will be a free agent and able to be added by any team. When a team adds a player that has cleared waivers the adding team must make the appropriate post in the Free Agent section on Proboards. The restriction on him being tagged at the end of the season will remain, however (he cannot be RFA'd or FRAN'd).
Waiver priority will be set twice. Once, at the beginning of the season, where it will be the inverse of the previous year's final standings. It will be reset towards the middle of the season, on the Monday of the All-Star break. All waiver adds are as usual, $1 for 1 year signings.
We will use the ESPN system to moderate all waiver claims. Once a player is won using a waiver claim the claiming team must make the appropriate post on Proboards in the Waiver Claims section.
A team is ineligible to pick up on waivers a player that they previously dropped.
#3: Future Cap Restrictions - Passed by League Vote: 17 For, 1 Against
It is proposed that we set a limit for the future year's team salary of $225. This is to keep teams from overwhelming their finances and burying their team in debt in an attempt to buy a championship. Once a team makes a move that puts their team at the $225 mark, all other transactions that add future cap will not be processed. This is a hard cap and at no time can a team go over this amount, any moves that result in the overage will not be processed.

To change one of the five RP slots to a P slot.
